Pursuant to section 286.011, Florida Statutes, notice is hereby given that the Choctawhatchee Bay Estuary Coalition will hold a meeting on Wednesday, May 1, 2024, beginning at 9:30 AM CST. The meeting will be held at the Walton County Commission Board Room (Defuniak Springs Courthouse), 571 US Highway 90, Defuniak Springs, FL.  This will be a regular meeting of the Choctawhatchee Bay Estuary Coalition.  The Coalition consists of representatives of the Okaloosa, Walton, Washington and Holmes County Commissions and other members.  The public is welcomed to attend.

Two or more members of each of the Okaloosa, Walton, Holmes and Washington County Commissions may be attending the meeting.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Holmes County.

REQUEST FOR RELEASE OF FUNDS

On or about April 23, 2024, Holmes County will submit a request to Florida Commerce (FC) for the release of Community Development Block Grant-CV funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project for the renovation and expansion of the Council on Aging facility located at 210 W. Kansas Avenue.  The activities will take place on a parcel of land owned by Holmes County or within the right-of-way.  Proposed improvements include handicap bathrooms, a new covered porch addition and various site improvements including parking and drainage.  The total budget for the project is $954,000.  All construction will take place within the right-of-way, roadway or on land owned by Holmes County.

FINDING OF NO SIGNIFICANT IMPACT

Holmes County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at the Holmes County Administration Office at 107 E. Virginia Avenue, Bonifay, FL. 32425 and may be examined or copied weekdays 8 A.M to 4:30 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the Holmes County Administration Office located at 107 E. Virginia Avenue, Bonifay, FL  or call (850) 547-1119, or e-mail [email protected].  All comments must be received by April 22, 2024.  Comments will be considered prior to Holmes County requesting a release of funds.  Comments should specify which notice they are addressing.

RELEASE OF FUNDS

Holmes County certifies to Florida Commerce and HUD that Jeff Good in his capacity as Chairman of the Board of County Commissioners consents to accept the jurisdiction of the Federal Court if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Holmes County to use the CDBG funds.

OBJECTIONS TO RELEASE OF FUNDS

FC will accept objections to its release of funds and the Holmes County certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Holmes County; (b) Holmes County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to Florida Commerce, CDBG Program, MSC-400107 East Madison Street, Tallahassee, FL 32399-6508.  Potential objectors should contact Holmes County to verify the actual last day of the objection period.

Subject:  Notice of 45-Day Public Comment Period for the Choctawhatchee Bay and Watershed Comprehensive Conservation and Management Plan

This is notice that Choctawhatchee Bay Estuary Coalition has drafted a Comprehensive Conservation and Management Plan and Executive Summary to be submitted to the US Treasury in accordance with the RESTORE Act.  The Plan and Executive Summary will be made available to the public on March 7, 2024 for a period of 45 days.

AMMONS ROAD FEMA DRAINAGE IMPROVEMENTS

Separate sealed BIDS for the HOLMES COUNTY AMMONS ROAD FEMA DRAINAGE IMPROVEMENTS will be received by the HOLMES COUNTY BOARD OF COUNTY COMMISSIONERS at the Holmes County Administrator’s Office until March 25, 2024, at     10:00AM (CST) and will be read aloud immediately thereafter.  The project includes the reconstruction of 475 feet of roadway including subgrade, base, and pavement as well as 50 feet of 8’x10’ concrete box culvert with headwalls and construction of a paved low water crossing.  The bid will be awarded at the next regularly scheduled Holmes County Commission Meeting. All Bids shall be submitted in a sealed envelope clearly marked: “Sealed Bid: HOLMES COUNTY – AMMONS ROAD FEMA DRAINAGE IMPROVEMENTS”

All bidders will be required to be FDOT pre-qualified for work classes related to this construction.

FINAL PUBLIC NOTICE

The Federal Emergency Management Agency (FEMA) has received the subgrant application for Ammons Road Culverts repair due to damages in Hurricane Sally (DR-4564-FL PW 405). Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.

An initial disaster-wide Public Notice was published September 23, 2020. for Hurricane Sally. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA’s funding action located within the floodplain.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Proposed Work and Purpose:

During Hurricane Sally, flooding from heavy rains damaged the corrugated metal pipe (CMP) triple elliptical culvert system constructed with stacked sand/cement at the intersection of Ammons Road and Cow Branch Creek. In order to avoid a repetition of erosion from future storm events and to allow road accessibility to vehicles during flooding events, Holmes County proposes to; replace the three culverts with an upsized prefabricated single concrete box culvert, extend the two cement headwalls, reprofile/lower a segment of the roadway to form a 100-ft wide Low Water Crossing (LWC) and add riprap upstream/downstream/along roadway pavement. These repairs and improvements will help facilitate drainage and provide protection against debris and sediment from obstructing the facility in the future. The County performed a Hydrologic and Hydraulic (H&H) Study and determined there would not be any significant impact to downstream reaches of Cow Branch Creek.

Project Alternatives:

The alternative that has been considered is the no action alternative. This alternative is not feasible as the area will remain vulnerable to flood risk, including property damage and hazards to human life and safety. With the no action alternative, continued negative impacts on adjacent infrastructure, property, residents, and the community may be experienced. Alternate locations were not considered as the culvert is functionally dependent on its location. Project will not, on either a long-term or short-term basis, adversely impact base flood levels, floodplain functions, resources, or characteristics.

This will serve as the final public notice regarding the above-described action funded by the FEMA PA program.
