Delivery of Bid: Bidders are required to complete and submit one (1) original and one (1) copy of the Bid Response Form. Bid form and copy shall be sent in one envelope to:

Bids are due at the above address prior to 12:00 p.m. on April 6, 2021. Bids received after this time, for any reason, will be rejected.

Responses must be hard copy. Please note: FAX or email transmittals will not be accepted.

All responses shall be submitted in sealed envelopes with “ITB #21-03 – Holmes County Timber Sale” and opening time and date clearly marked in large, bold and/or colored lettering. Responses delivered in an envelope not properly marked that are inadvertently opened by office staff will not be considered.

Intent to Recommend Award: In accordance with Holmes County Procurement Policies and Florida Law, the Holmes County Board of County Commissioners intends to award the following project to TriTech Wireless:

Award Protest Information: At the date and time indicated below, this Notice of Intent to Award as well as the Bid Tabulation Sheet was posted in Holmes County, Florida, as well as on the website for the Holmes County Board of County Commissioners. Any person/firm who is adversely affected by Holmes County’s intended decision shall file with Holmes County a Notice of Protest in writing within seventy-two (72) hours after the posting of this Notice of Intent to Award. A formal written protest shall then be filed within ten (10) days after the date the Notice of Protest is filed. The formal written protest shall state with particularity the facts and law upon which the protest is based. Saturdays, Sundays, and State holidays shall be excluded in the computation of the seventy-two (72) hour time periods provided by in this paragraph.

Failure to file a protest within the time prescribed in Section 120.57(3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter, 120, Florida Statutes.

DESCRIPTION OF WORK
The scope of this project includes the resurfacing of CR 179 in Holmes County from the Washington County Line to Pheil Drive for a total project length of 8.12 miles. Included in this project is hot-mix asphalt paving along with isolated roadway reconstruction, shoulder rework, ditch grading, clearing and grubbing and grassing. Drainage improvements are also included consisting of crossdrain pipe culvert extensions and replacement along with concrete endwalls. Sidedrain culvert improvements are also included along with the construction of concrete mitered end sections. Signing and Pavement Marking improvements are also included along with the placement of Thermoplastic markings on the final asphalt surface.

upon payment of $125 per hard-copy set which amount constitutes the cost of reproduction and handling. This payment will not be refunded. Electronic Copies of bid documents will be available free of charge. The Owner plans to open bids and publicly read aloud on February 4, 2021 at 2:00 PM or soon thereafter, at the Holmes County BOCC Board Room located at 107 E. Virginia Ave, Bonifay, Fl 32425.

The Owner reserves the right to waive any informality or to reject any or all bids. Each Bidder must deposit with his/her bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable according to the Department of Treasury Circular 570.

No bid may be withdrawn for a period of sixty days after the scheduled closing time for receipt of bids.

Attention: Bidding Contractors must be prequalified by the DEPARTMENT (FDOT) as required by Section 2 of the current FDOT Standard Specifications for Road and Bridge Construction.

The Holmes County Board of County Commissioners is seeking Construction Engineering and Inspection services for the Construction of CR-179 Resurfacing – Phase I. The scope of this project will include the CEI services for the Construction of CR-179 Resurfacing – Phase I, as identified in the County’s State Funded Grant Agreement with the Florida Department of Transportation (FDOT). Consideration will be given to only those firms that are qualified pursuant to law and that have been prequalified by FDOT to perform the indicated types of work.

This project is state funded with assistance from the FDOT and the Federal Highway Administration (FHWA). By submitting a proposal, the Consultant certifies that they are in compliance with FDOT Procedure No. 375-030-006 (Restriction on Consultants Eligibility to Compete for Department Contracts) and that no principle is presently suspended, proposed for debarment, declared ineligible or voluntarily excluded from participation on this transaction by any Federal Department or Agency.
