Turberville Road Over Wrights Creek Bridge Replacement

NOTICE TO RECEIVE SEALED BIDS

General Notice

Advertisement Date:     October 23, 2025

Holmes County (Owner) is requesting Bids for the construction of the following Project:

Turberville Road Over Wrights Creek Bridge Replacement

Sealed bids, three original hard copies, will be received at the Holmes County Board of County Commissioners (BOCC) located at 107 East Virginia Avenue, Bonifay, FL 32425, until December 2,2025, at 1:00 PM (CST).

The Project includes the following Work:

Turberville Road is an east-west roadway that provides connectivity between SR 79 and CR 173 within the rural communities surrounding Wrights Creek. The project location is approximately 6 miles southwest of the City of Graceville, Florida. The location is approximately 17 miles upstream of the mouth of Wrights Creek. The existing bridge was damaged in a past storm event that resulted in the bridge decking being removed. The project proposes to remove the portion of the existing bridge that remains and replace with a prefabricated bridge structure (“Bailey Bridge”). The proposed bridge will remain within the same footprint. The length of the proposed bridge will be approximately 60-feet. The bridge will consist of two 30-foot spans supported by two end bents and one intermedia bent, for a total of three pile bents. The new bridge structure will only require one intermediate pile bent within Wrights Creek. There are three existing timber pile bents that remain in the creek channel. These three pile bents will be removed.  The roadway approaches on each end of the bridge will consist as the existing graded dirt road. Adjustments to the roadway approach profile will be made to provide a smooth transition to meet the required vertical alignment of the new bridge.

Upon payment of $250 per hard-copy set which amount constitutes the cost of reproduction and handling.  This payment will not be refunded.  Electronic Copies of bid documents will be available free of charge.  The Owner plans to open bids and publicly read aloud on December 2,2025, at 1:00 PM (CST). or soon thereafter, at the Holmes County BOCC Board Room located at 107 E. The Owner reserves the right to waive any informality or to reject any or all bids.  Each Bidder must deposit with his/her bid, security in the amount, form and subject to the conditions provided in the Information for Bidders.  Sureties used for obtaining bonds must appear as acceptable according to the Department of Treasury Circular 570.

DESCRIPTION OF WORK

This project consists of the construction of public infrastructure improvements to SR 79 and Thomas Drive just south of Interstate 10 in an effort to promote future commercial development in this area of Holmes County.  Improvements consist of the addition of a new paved roadway extension of Thomas Drive approximately 1,700 feet west of SR 79, stormwater ponds, filling of existing ponds, the addition of turn lanes on SR 79, the addition of a signalized intersection at SR 79 and Thomas Drive, new sewer lift station, a 8” water main extension, and an 8” gravity sewer extension along the new Thomas Drive roadway.  This project also includes clearing and grubbing, earth moving, roadway base work, concrete curb and gutters, concrete pavement, roundabout construction, signing and pavement markings.    

This project is being supported, in whole or in part, by Federal funds awarded to Holmes County by the U.S. Department of Housing and Urban Development federal award number 14.228 (Florida Department of Commerce (FC) CDBG Grant #23DB-E01). Additionally, this project is being supported in part by State funds awarded to Holmes County from state award number 40.042 (Florida Department of Commerce (FC) Rural Infrastructure Grant #D0233).

RFP 25-101: EMS Building Construction Management

NOTICE TO RECEIVE SEALED BIDS

This project is to complete construction management services for the new EMS Building. This shall include permitting, oversight of all subcontractors, delivery of a pre-ordered metal building and adherence to the signed and sealed design and engineering plans. The construction manager at risk (CMR) will be held accountable for completing all aspects and phases of the project on time and on or below budget. 

Selected firm shall provide the following services (this is not an all-inclusive list):

  • Coordination with the Holmes County GEC Project Management Team.
  • Working in conjunction with the County and the Sheriff.
  • Ensure all construction is completed by appropriately licensed contractors including electrical, mechanical, plumbing, HVAC.
  • Review of construction documents and scope verification.
  • Permitting and construction on-site management.
  • Complete construction management services including review of all vendor invoices prior to submission to County.
  • Final completion and closeout phase.

All questions must be made solely to the County Administrator, David Corbin, at hcadmin@holmescountyfl.org  and received by the date indicated and to be considered. Questions will not be answered over the phone; they must be submitted by email.

Liquidated damages for failure to complete project on the specified date will be set at $1,000.00 per day.

Please indicate on the envelope that this is a sealed bid, for “EMS Building Construction Management”.

There will be a Non-Mandatory Pre Proposal Meeting at 2:00 PM (CST) on October 30, 2025 . at the Holmes County BOCC Office. The deadline for questions will be 2:00 PM (CST) on October 31, 2025. Bids will be received until 2:00 PM (CST) on November 12, 2025 at the Holmes County BOCC Office, and opened at 2:05 PM (CST) on November 12, 2025 .The Bid will be awarded to the lowest responsive bidder.

The Holmes County Board of Commissioners reserves the right to reject any and all bids.  All Bids shall remain firm for a period of sixty days after the opening.  All bidders shall comply with all applicable State and local laws concerning licensing registration and regulation of contractors doing business to the State of Florida. 

RESPONSIBLE VENDOR DETERMINATION

Respondent is hereby notified that Section 287.05701, Florida Statutes, requires that the County may not request documentation of or consider a vendor’s social, political, or ideological interests when determining if the vendor is a responsible vendor.
